Yousif Yousif Loses Security Approval After Being Found Guilty of Rape and Unlawful Sexual Connection
A New Zealand security guard has had his certificate of approval cancelled after being found guilty of rape and unlawful sexual connection.
Yousif Yousif had his security approval cancelled by the Private Security Personnel Licensing Authority (PSPLA) in a decision dated September 30, 2026, following a complaint brought by New Zealand Police.
Police initially lodged the complaint in March 2026 while Yousif was facing criminal charges of rape and unlawful sexual connection.
His certificate of approval (COA) was suspended while the Authority awaited the outcome of the criminal proceedings.
According to the decision, Yousif was subsequently found guilty of both charges and remanded in custody.
Following the guilty findings, police asked the Authority to cancel his approval to work as a security guard.
The Authority noted that both offences were grounds for disqualification under section 62(d) of the Private Security Personnel and Private Investigators Act 2010.
The decision also stated that a prison sentence, if imposed, would provide a further ground for disqualification.
Yousif did not respond to the police complaint or oppose the matter being decided on the papers without a formal hearing.
Licensing Authority P A McConnell considered the nature and seriousness of the offending when determining whether Yousif remained suitable to hold a security certificate.
McConnell concluded that the offending made Yousif unsuitable to continue working as a responsible security guard.
The Authority ordered the immediate cancellation of his certificate of approval.
The decision does not confirm whether Yousif had been sentenced at the time, only that he had been found guilty of both charges and remanded in custody.
The case is recorded as 2026 NZPSPLA 085, dated September 30, 2026.
