PSPLA cancels Kanwarpal Singh’s licence after money laundering charges and arrest warrant
The Private Security Personnel Licensing Authority (PSPLA) has cancelled the security licence of Kanwarpal Singh, effective 6 October 2025.
Police made a formal complaint to the Authority in April 2025. At that time, Singh was facing four separate charges of money laundering. A warrant had been issued for his arrest after he did not appear in court.
Initially, the complaint was put on hold by the Authority until there was an outcome on the criminal charges. Police later advised that Singh had left New Zealand in January 2025 and had not returned.
The Authority sent Singh an email, giving him the opportunity to respond to the complaint and advising that unless he requested a hearing, the matter would be dealt with on the papers. Singh did not respond to the complaint and did not ask for a hearing.
Authority head P.A. McConnell ruled that Singh was no longer suitable to work as a security guard. Under section 80(1)(aa) of the Private Security Personnel and Private Investigators Act 2010, the Authority has discretion to cancel a Certificate of Approval if a person is “no longer suitable” to hold one.
The decision noted that a conviction on any of the money laundering charges Singh faces would be a mandatory ground for cancellation under section 62 of the Act. However, the Authority found that even without a conviction, Singh’s absence from New Zealand and failure to respond to the complaint made him unsuitable to continue working in the industry.
Singh’s Certificate of Approval was cancelled immediately as of 6 October 2025.
